Missing App Panel in iTunes

I was trying to rearrange a bunch of apps on my iPad. I remember doing this years ago in iTunes but I can't for the life of me find the Apps panel. I was able to locate the Apple support document on how to move and delete apps in iTunes; How to move apps and create folders on your iPhone, iPad, or iPod touch - Apple Support but my screen does not match the one in the document. I don't have the App panel.

I have Summary and then Music. Apps is completely missing. Where can I find it?

There is no "Apps" anymore with the new iTunes 12.7 version, so there is no way to download, purchase, search, update, sync or rearrange Apps on your computer anymore. LOL, how ironic can you get? I haven't used that feature in years and now when I wanted to I can't. While its hard to argue iTunes isn't a convoluted mess, I find it hard to believe this was one of the pressing issues.
