iOS 11 Repeated Reminders to Setup Apple Pay

Since I updated to iOS11, I am being repeatedly reminded to enter details for Apple Pay.

I do not want to use it, and live in a country where it is not used at all - so how can I disable these reminders?

My Settings App is shown as having a notification, which instead of being something I care about - i.e. a version update, is something I care nothing about, Apple Pay.

I get notifications telling me to 'complete my setup' all the time.. it is extremely intrusive and annoying, and sours the whole iOS11 upgrade experience.

Please explain how to disable Apple Pay and its reminders.
