Ability to update Apps has disappeared

I have just upgraded to 12.7.0 and my ability to update and upload apps from my PC (iTunes) has disappeared.  I have tried searching, but all the answers are for earlier version of the software and don't apply.  Is there anyway I can get this ability back?  Can I roll back to an earlier (working) version of iTunes?  This is incredibly frustrating.
