It's asking for credit card or PayPal account just to update an app I downloaded for free.

The 'billing problem with a previous purchase' message means that iTunes wasn't able to collect the money for your last purchase and that you therefore owe iTunes for it - until you've paid what you owe you won't be able to download anything else : If your payment method is declined, or you have a billing issue with a previous purchase in the iTunes Store - Apple Support

I had a similar problem but it's doing it for free apps and I don't have a credit card or pay pal on my account
