Battery charge to 100% affects the battery health

I have some questions regarding the battery and cycle count of MacBook Pro over Determining battery cycle count for Mac notebooks - Apple Support

1. What if I don't let the battery to charge 100%, as if I charge the battery till 90% and wait till it is consumed to 20-30% and then again charge to 90%, then what would be the cycle count calculation?
2. Can't I set somewhere that to charge only 90%? Any software or plugin

As the charging, 100% affect the health of the battery.

Is Mac OS update would help in this matter?
