iCloud Drive in Windows not syncing

Downgraded my PC from Windows10 to Windows7. Did a fresh O/S install as well as iCloudDrive software

 

Also restarted my PC numerous times as well to see if this might get it to work - nothing happens.

 

c:\users\<username>\iCloudDrive folder stays empty.

 

I have 2 Macbooks, one Windows Laptop (syncing work here), and then my new wrkstation (this problem one)

 

Is there a way to "force" a folder scan, or maybe "reset" syncing to allow it to start from scratch ? My hostname is exactly the same as it was from before the downgrade.
