transfer purchased music to different user

How do I transfer music I purchased for a different user to their account?  I do not wish to SHARE the music.  I want them to have total rights to the music.

Not possible. The music is permanently attached to the AppleID of the purchaser. Yes, this may sound shortsighted but I suspect it is one of the myriad of conditions that Apple is required to abide by in its contract with the music labels.
