Why is my screen recording not functioning?

I have an iPhone 7 and when I press the screen record button, nothing happens. Pressing the circle triggers the 3-2-1 countdown, and then the circle goes grey again and no red bar shows up signifying that recording is in progress. It is like the request is not going through, and the record function is forgetting that it has been called. 

Does anyone know how I can fix this?
