I want to set up new phone from icloud backup

I have my apple id and password, and I have my old phone but it will not power on so I can't receive the verification code and I don't have any other trusted devices.  Old phone is 6s, don't remember what version of the operating system it was on.  New phone is 6 on iOS 9.x (I think.  Can't verify because still in setup mode.)  What can I do?

If you purchased the new iPhone by selecting a carrier, it should have a SIM card already inside. As you go through the setup process, the new iPhone should activate your cellular service. During the Apple ID Verification, select Didn't Get a Code? and choose the option to receive a text message or phone call.

If you purchased the new iPhone SIM-free, transfer your SIM card, restart your new iPhone, and go through the setup again. See the following articles for guidance.

Thanks!  This is not a new phone.  I did get a new phone, which is all set up.  But now wanting to transfer my son's account to my old phone.  His old phone won't charge, so he can't receive the verification number.
