how can i tell if an app was designedfor ipadpro

The only apps that are specifically tailored to the iPad Pro are the ones that mention compatibility with the Apple Pencil.

The Apple Pencil only works with iPad Pro models.

If the app isn’t showing full screen on your iPad Pro, it’s not going to show full screen on any iPad.  The only apps specifically designed for iPad Pro are apps specifically designed to use the Apple Pencil.  That being said, there may be apps in the future that might be designed to take advantage of the ProMotion screen on the iPad Pro, but not sure if that would be apps that would only run if you have the ProMotion screen or if it would scale back for devices that don’t have that technology.

There are already iPad Pro apps that take advantage of the 120 Hz Pro motion refresh rate screen technology.

Many of these apps are the same ones that mention Apple Pencil compatibility.
