update software from 7.0.6 and upload photos

I need to update the software on my Ipad from 7.0.6 but I dont have enough space because of photos. I need to upload the photos to the cloud in order to make space but I need a newer version to upload the photos. What can i do to create space in order to upload a newer software version ?

You can see how much space each app is taking up via Settings > General > Usage - that will tell you where you could possibly gain space by deleting content.

And/or you could copy your photos over to your computer so that you can take a backup copy of them and delete them from the iPad : Import photos and videos from your iPhone, iPad, or iPod touch - Apple Support

Thanks, all of the apps are fairly small with the exception of photos which is 12.8 GB and I don't have a laptop to download the photos to
