Apple Watch Series 3 standalone

I understand that the Apple Watch Series 3 needs an iPhone with iOS 11 or newer for setup. However, will there be a way that it can be assigned its own number instead of sharing a number with your iPhone? I would really like to have a number independent to the watch for the Apple Watch. A number gets assigned to an iPad data plan so why would you not be able to have an independent number for the watch if you still have means to set the watch up with an iPhone?
