iOS 11 and syncing photo folders to iPhone

I am a photographer and I use my iPhone and iPad to share my work with people.  My work is divided up into different folders (portfolios) which I show people through the Photos app. 

 

In previous versions of iOS, I could sync these folders of photos to my iPhone via iTunes.  They would then appear as albums in the photo app. 

 

With iOS 11, that option is gone.  You can no longer sync photos through iTunes.  Instead, they tell you to download the images with iCloud Photo. 

 

My problem is that all of the photos in iCloud are in one big folder. They are not divided up into portfolios or folders the way I need them. 

 

I see how I can create folders manually, on the iPhone, and move the photos into the different folders… But this is not practical with thousands of photos.

 

I also can see how to create a shared album and populate the folder (one photo at a time) , but I do not like the way the images are displayed in the shared folders. 

 

I have successfully uploaded these folders to my iCloud drive, and can see them on my iPhone through the files app, but they Do not display through the photo app and it is not practical to show them to people through the iCloud drive. 

 

Does anyone know how I can simply upload my photo folders from my PC to my iPhone running iOS 11?
