Why do I see random popups prompting for Apple ...

I know there is something running in the background on my iPad. Of course I can't see the process(es) since Apple removed that functionality. My concern is that I've been seeing popup windows prompting for Apple Store authentication when I'm doing absolutely nothing related to software purchasing. Most recently, this morning I was using Safari in a firearms forum, again, nothing related to purchasing of any kind, and I saw the popup.
