Problem with iMessage and FaceTime

Hello, have iPad air wifi+cellular, ios 10.3.3, i can not enter in iMessage, asks appleid, when trying to log in, writes, an error occurred during activation, help me

what i was trying to do:

1.Only WiFi loginning(did not help)

2.Only LTE loginning(did not help)

3.Check Apple Services

4.Enter Number Sim in Contacts(did not help)

5.Reset Network settings(did not help)

6.Reset Media and settings(did not help)

7.Restore in itunes(did not help)
