How to transfer video clip from PC to iPad Pro?

I'm trying to transfer a video from my PC to my iPad Pro. I tried once and was able to get it into the TV app, which is not what I wanted to do. I want to edit the video using iMovie and with the video in the TV app, I'm unable to edit it. How do I transfer the video to my Photos app?
