I hope that it is not true that I cannot delete photos thaI synced to my iPad. I cannot use my computer because it is not charging. How do I remove synced photos from my iPad without the use of my ITunes?
You can delete synced photos in Settings/Usage/Photo and Camera then swipe sideways on Photo Library to reveal the delete button. This is an all or nothing option, you can not select the photos or albums you wish to delete, it just deletes them all.
If photos were synced from your computer then they can't be deleted directly on the iPad, you will need remove/de-select them from where you synced it from on your computer and re-sync.

This is a problem. Normally you do need to connect to the computer you've synced ith previously to delete albums that were copied from that computer.
In the case where the old computer fails, crashes or is sold or discarded, you need to get all of your stuff off the iPad and onto a new computer. Visit Apple support to learn how to do this. Once you establish a new tunes library on a different computer you can sync and delete the photo albums you no longer want.
Another option is to restore your iPad to its original state. That will delete everything including photos, non default apps, music, videos, etc.
Once reset and erased you can download all purchased apps again.

Dropbox is a good option for online storage for photos and has a pretty good iOS app. But you can't beat syncing your photos to a computer which also has an external USB drive for a backup. With photos I'll even go one step further and burn CD/DVDs to store at another location.
Photos take with the Ipad can be deleted direct from "Moments" but not so with imported/synced photos.
This method is simple, does not use syncing, or a need a PC.
How to delete imported/synced photos from an Ipad without syncing or a PC
First - Select ALBUMS then in the My Albums section, start a new album and name it (eg. For Deleting)
Go back to Photos (Moments) and select the photos to delete.
Touch "Add To" and touch your named album. The display reverts back to Moments but don`t panic.
Select ALBUMS (bottom of screen). Touch your named album again and your unwanted photos
are shown.
Touch "Select" then "select all" (or tick individually)
Delete by touching the trash bin. then "Remove from album".
