keyboard viewer shows different keyboard

Hello everyone, I'm at my wit's end right now because the keyboard on my 2009 Macbook White has gone crazy. The gist of it is that my keyboard has suddenly developed an alternative US keyboard layout. In the attached pic, the larger keyboard pic is the correct one, and the smaller keyboard layout is what i've got now.

I've tried restarting, reset the SMC, flushed perimeter RAM, reset the keyboard to default... nothing works.

Any workable suggestions?
