If my ram is nearly full and i am getting the spinning ball must i get an upgrade

Having the (about) the full RAM used do not means necessarly that you're having a problem. We should know a bit more about your computer to say something. In general let's say, with macOS Sierra 4Gb is not enough ... but again, tell us a bit more.
