Seems I cannot import movies into my iPad with ...

For some reason I cannot import any home-ripped mp4 media into my iPad mini 2 since 'upgrading' to iOS 11. Has the process changed? I used to be able to drag from a folder on my desktop into the iPad directly but no longer.
