How Can I assign same iTunes ringtone to same contact on both iPad Pro and iPhone 6s?

i  downloaded the ringtone from iTunes on my iPhone, then I assigned that ringtone to a contact ... then I went to my iPad Pro,  went back up to iTunes and downloaded the same ringtone and assigned it to the same contact on my iPad Pro... when I called my iPhone (from spouse’s phone), the ringtone was correct on my iPhone, however, as it  simultaneously rang on the iPad the iPad had the default ringtone.  When I looked at the contact on the ipad, it somehow reverted to default.

To be on the same page, the iPad is not a phone, it can connect only via iPhone "continuity settings" and the contact is in iCloud shared by iPhone and iCloud. So...
