What did you redownload, how did you redownload them, and what country are you in ? Tones are one-time only downloads, so you will be charged to download them on a different device (or redownload them on the same device), and music, films etc. might not yet be able to be redownloaded for free in all countries - what you can redownload for free will show as per the page that you posted from e.g. via the Purchased tabs in the iTunes Store / App Store / iBooks apps on an iOS device
