Workaround to use different Apple ID on watch a...

Is there a workaround to use a different apple-id on the watch as compared to the phone that it is paired to. Want to give the watch to a family member that does not as yet have an iPhone. Want to set up and sync the watch with my phone, that uses the family apple-id, but on the watch itself I would want that the family-member be able to use their own apple-id for all the personal apps such as messages, FaceTime audio, game centre, etc.

This would be similar to the family-share approach that is already provided for other apple devices, i.e. a family apple-id to use for the common apps, such as photos, music and iCloud storage, and the personal apple-id for message, FaceTime, game centre, etc.

Apple watch relies on its paired iPhone for most functionality. Most Apple Watch apps are just the user interface of an app running on the iPhone - The iPhone does all of the 'heavy lifting' to make the app work.

Because of this, using the watch in the way that you were considering (without a 'matching' paired iPhone) is not possible.
