Download photo button does not respond in iClou...

I am on a Windows7 pc, and I'm trying to download photos from my iCloud.

I login to icloud.com, go to Photos, select the photo I want, and hit the download button.

NOTHING happens. No response, no pop-up, no download, no nothing.

i have tried in both Firefox and IE 11. I'm on a corporate computer, so I cannot install icloud library application or another web browser.

Is there setting I should ask our corporate IT to look at?
