Why has my MacBook Pro not been able to update?

Just went to download Xcode from the App Store on my MacBook and I get an error message telling me to that I need to upgrade to 10.12.6.

I have never been prompted to upgrade from 10.12.1.

Even in the updates section of the App Store it doesn't say that there is an upgrade. All Apple Apps have been updating but not the os.

Any ideas why this would be the case?
