photos disappeared

I had a whole bunch of photos and videos that I wasn’t backing up in iCloud since I only had the free 5GB. I thought I was being smart when I subscribed for an iCloud upgrade and checked the box to backup photos as well. I imagined it would take a while to upload all photos. Now when I checked on it after a few days a whole bunch of those photos have disappeared!!! There is no apparent order in which they have disappeared, like older or newer etc..

iCloud on the device and on the web showsonly 300 while i had about 1500+ photos. Any clues ?
