No. All Macs do not get beach balls.
this is a alert to the user that the system is busy. Any macs "could get" them but the cause could range from normal operation to something far more complicated.
If your or someone you know is getting inundated with them you can post an etrecheck report in this thread for futher examination of that particular system.
