Downloading with iCloud for Windows

Hi,

 

I have installed iCloud for Windows on my Windows 7 machine.  I want to download all of the pics from iCloud to free up room for backups and such.  After much frustration still getting no where.  I have configured the location of the download using iCloud for Windows to iCloud Photos/Downloads.  When I navigate to 'iCloud Photos" within Windows Explorer I see the "Download Photos and Videos" button at the top.  When I click it I simply get a window pop-up that says

"Your Photo and Video Library is being prepared.  It may take a while to prepare a large library for the first time.  You will be able to download photos and videos once this is complete", 

Then I click on OK and nothing happens.  Waiting makes no difference.    I tried this several times.
