Did not make what 'order' ? Where are seeing this 'order' ? On a (phishing) email ? Credit card statement ? Does it show on your account's (or, if applicable, family share member's) purchase history : See your purchase history in the iTunes Store on a Mac or PC - Apple Support ?
If it shows on your iTunes account's purchase history but you didn't buy it, and no else has access to the account and did it, have you changed the account's password (What to do after you change your Apple ID email address or password - Apple Support) ? And have you contacted iTunes Support (you already know that these are user-to-user forums) : https://reportaproblem.apple.com or https://www.apple.com/emea/support/itunes/contact.html ?
If it doesn't show on your iTunes account(s) but does show on your credit card (and if it's not a temporary store holding charge) contact the card issuer

There is no order, that's not from iTunes, it's a fairly obvious phishing email trying to get your account and payment details - you could forward it to Apple : reportphishing@apple.com , and then delete it.
