Trouble with adding cards to Apple Pay

Can’t add cards to wallet on iPhone 6s, after entering all information (number, exp date, cvv code) appears error “could not add add card try again later or contact the card issuer for more information” . I tried to add another cards (visa and MasterCard), re-enter to iCloud, delete passcode and add it again, restore iPhone through DFU mode and the set up like a new, all these steps don’t give any results, so help me please
