How do we manage apps?

How are we supposed to manage our apps without the iTunes store? Yes, I know we can do it from our iPad or iPhone, but that is a royal pain in the ***!
With the old system, it was easy to sort and rearrange app icons, move them to other pages, or drop them in folders. Just go to the apps tab on iTunes and move stuff around to the pages or folders you wanted, then hit apply.
It's nearly impossible to do that on the iPhone or iPad. Once the icon starts jiggling it's hard to get it to move it to another page. You often overshoot the page you're aiming for, or it gets placed in a folder you don't want. Or you accidentally create a new folder when the app you're moving gets too close to another app and they combine.
