iCloud Family Sharing

I bought a bigger iCloud plan so that I can share with family members but when I tried to set it up yesterday, it did not work.  I sent out the invitations to join in my plan and it was received but when they tried to accept it, they were given a 502 Bad Gateway page.  I've read online that this is a server issue and there's not much I can do about it other than restart devices, close apps, and retry.  So far, this has not worked.  I'm also going through a VPN on my home wifi so could this be the cause? I'm unsure because I can access my iCloud account and storage through the VPN, just can't setup the family sharing.  Any ideas?
