Photos For iPhone 7, icloud

I do not understand why my photos are taking up so much space on my phone. I have 5000 photos/videos on my phone and it says they are taking up almost 70 gb of storage. I have the box checked to optimize storage.

How do I know if I am using the cloud or photos app? When I delete a photo it removes it from all sources. How can I recover some space on my phone?

iCloud Photo Library is a syncing service. Any photo you delete from a device where iCloud Photo Library is turned on will also be deleted from iCloud and from any other device connected to that iCloud Photo Library. You can potentially reduce the storage space required on a device by turning on Optimize Storage -- but note the following statement from the Settings screen where you turn on Optimize Storage:

If your iPhone is low on space, full-resolution photos and videos are automatically replaced with optimized versions. Full-resolution versions are stored in iCloud.

Apple does not currently offer cloud-only storage for photos. If that is what you want or need, you may want to explore 3rd party options such as Google Photos or Dropbox.

I already have that box checked and it still says I am using 70gb.

Do you know how I can upload these photos to my MacBook as a backup and then delete some off my phone.

I know if I delete off my phone it will delete from any cloud based service but I. We'd to clear up some space.

Thanks!
