Itunes will not open in OS10 when localized to UK

I have set my ITunes store to UK so I could listen to samples of an album that is not available in Canada yet on ITunes.  When I changed my location from Canada to UK, ITunes froze, I had to Force Quit, then restarted the app.  When I try to restart, the icon just bounces up and down on my app bar and never opens.  This has happened many times now with no success on being able to open it again.  How can I resolve this?  All I want to do is set my location back to Canada so I can use the app again...

My OS version is OS X (10.9.5 - Build 13F1911) and my ITunes version is 12.6.1.26

You can try reinstalling the current version of iTunes from https://www.apple.com/itunes/download/ over the top of the existing one. Or see this guide to uninstall iTunes from a Mac: https://www.inforaid.com/how-to-uninstall-itunes-from-mac-os-x-best-method/ then restore one of these recent builds direct from Apple's secure servers:
