Issues with creating outgoing SMTP servers in A...

Apple mail is driving my bonkers :-)  It will not let me create outgoing SMTP servers and will not use the ones that do exist correctly.  I am running the latest update to Sierra on an iMac.  Issues include:

1) I create a new outgoing server with full information.  I assign it an email account and close the preferences box.  Re-open preferences.  The assigned SMTP server is no longer linked to my account.  Instead, it has gone back to  the previous server.  And, when I try to edit the list of servers, my new server no longer exists.

2) Sometimes, the SMTP server information is change by Apple Mail to go back to previous information that I had edited to adjust to new servers settings from my ISP.  For example, I mis-typed the sever name ('braod' instead of 'broad'). I fixed this.  But, Apple keeps going back to the incorrect spelling.

3) Selecting a new server for an account is over-riden by mail which reverts back to the previous choice.

4) Preferences refuses to let me select servers on the list of servers - it will not assign my choice to the account

All this is meaning that I am unable to use my primary email account to send mail.

I have tried re-booted without effect.

If any particular mail in mail application is not opening or settings of mail box preferences are not sticking .

Enter into user library macOS Sierra: Library folder > select folder mail > right click on Perstinceinfo.plist & move to trash . Restart & empty the trash .
