Slow refresh rate on LG UltraFine 4k in 10.13

I have a MacBook Pro with Touch Bar (Late 2013) that I use with an LG UltraFine 4k display. I've had all sorts of problems with it waking from sleep and losing connection with the monitor's USB hub, so I decided to upgrade to High Sierra to see if any of these problems would be cured. Unfortunately, I've hit an even worse problem: the LG display will randomly slow to a 30 Hz refresh rate. (I confirmed the slow refresh rate both in System Information and using a web-based refresh rate tester). This is pretty ugly—you can easily notice the mouse jerking around the screen. It will correct itself from time to time without any pattern I can distinguish. I've reset the NVRAM, SMC, and installed the LG Screen Manager software, all to no effect. Anyone else having similar problems?
