Time machine and replacing external drive

I have an internal SSD and 2 external hard drives on my machine.  One external is dedicated to time machine backups, the other holds a photo library.  I've removed the default time machine exclusion for the photo drive so that time machine is backing up both the internal drive and the external photo drive.

The photo drive is full and I am planning on swapping it for a larger drive.  I'd like to avoid having time machine think all of the photos are "new" files as they are located on a "new" disk volume.

Does anyone have experience with this situation and can advise on the best way to copy, clone, or migrated the photo data from the old drive to the new drive in such a way as to let time machine understand the new volume is the same as the old volume?
