vertical scrollbar jumping

I have installed windows 10 on my mac book pro (bootcamp), now when i am working with ms access or ms excel , when i use vertival scrol bar and drag it down to bottom of page, it jumps up , so it is not easy selecting any thing when i use vertical scroll bar and it makes headache for me when i want to set scrol bar to a location it jumps up 2 or more 3 rows upper
