Limit dragging to one direction NOT working! help!

So I checked limit dragging to one direction.

HOWEVER, when  I hold down the SHIFT key when dragging, it doesn't overwrite it, its still only drags in one direction, holding down the shift key is meant to overwrite this.

Is this a 10.3.2 bug? or has something changed?
