smbutil lookup of name on sierra 10.12.6 fails

I run 'smbutil lookup <NAME_OF_MY_PC>' on my mac running sierra 10.12.6.  The PC I'm trying to query is on my local network.  All I get is a message that there is no route to the host.   The MAC is 192.168.0.106 and the PC is 192.168.0.104 and ping of 192.168.0.104 works.  I run tcpdump and I can see that MAC sends an NBNS protocol name query broadcast asking for the IP of the machine associated with the name that I know is on the PC.  The PC responds back immediately with a NBNS name query response returning the correct IP address of the PC.  The MAC sends the same broadcast a second time 1/2 second later and the pc again responds immediately with the correct answer.  But the smbutil command does not return the address and instead says no route to host.   Bottom line is I can not use a host name when trying to mount the PC using its name via the find mount server command.    Nor can I write a program to do the query, get the ip and do a mount using the ip address.  Anyone know how to solve this problem or what the root issue may be?
