Ask to buy not working

My son has been trying to download an app, which requires him to get permisson from me through the Ask to Buy function.  I receive the notification on my iPhone but when i approve the purchase i just get the wheel of death, and the download doesn't proceed. Any hints as to how to resolve this issue?
