After replacing a failed HDD what is the best w...

HDD recently started failing and all options to save fail. I will replace with a new drive but am unsure how to install the OS after that?

Restart with the Option, Command, and R keys held down, use the Disk Utility to reformat the new drive if needed, and install an OS on it.

The drive can be formatted and the OS installed all from Recovery

There are other options of course from a backup, depending on your circumstance:
