The backup cannot be restored to this iPad because the software on the iPad is too old.

To restore this iPad from this backup, you must first set up the iPad as new and restore the software to the latest version.

My previous iPad was running beta iOS 9.1

I received my new iPad recently and I am getting the above message.

Does anyone know if this is a glitch on Apple's end?

This is an old question but the answer to this is to update your *new iPad* to the latest iOS version.

It's not a glitch.  The message is telling you that the backup was made on a device with a more recent version of iOS than the device being used to restore it.  This is unsupported as there could be things in the backup that require the newer version of iOS.  (Note: even brand new devices sometimes require a software update when you unbox them since a new version of iOS may have been released after the device was manufactured)

The fix is to:

- setup the new iPad "as new" (this is one of the options in the initial walkthrough when it asks if you want to restore from a back or setup as new)

- complete the setup walkthrough skipping as many options as you can (these settings will be replaced by your backup's settings later anyway..)

- once on the home screen (springboard), go to the iPad's "Settings" app and install any pending iOS updates ("General" -> "Software Update")

- once your device restarts after the update, you should now be able to restore your backup.

You can now connect your new iPad to your computer and use iTunes to restore your iTunes backup.  If you instead want to restore from an iCloud backup, you need to go to the iPad's Settings app, go to "General" -> "Reset" -> "Erase all Contents and Settings".  When the iPad reboots, it will walk you through the initial setup again where you'll eventually be presented with an option to restore from iCloud or iTunes.

However after that you may still have an issue if your backup was made with beta software.

So try the steps above however if it fails after that it could be an issue with the beta. If it is then you may be out of luck.
