How to change region with balance remaining on ...

I have a small balance remaining on my UK account. To change store I believe my credit has to be nil.  When I try to buy an app or song I need to add a credit card to make up the difference.  It won't accept my Irish credit card and I no longer have a UK credit card.  The only reason I'm spending the balance is to change store and it won't allow me.  Any idea how I get around this? Thanks.
