Getting rid of an Apple ID from an iPhone

I'll try and keep this short. There was a family member who wanted an iPhone on my plan. So I take out an installment loan under the promise that they'd make regular payments. Fast forward a few months and this person is misses several payments. So I decide to take the phone back and reset it, only problem is that the iPhone won't let me do so without the family member's password.

Now here's the outrageous part: this person doesn't remember their own password, or answers to their security questions, and is locked out into Account Recovery. (She tried getting me to help her recover her password a few months prior, to no avail.)

Which leads me to two questions: If I were to provide proof of purchase/ownership of this device, would an Apple rep be able to remove the Apple ID associated with the account? Also, how would I go about proving ownership?
