Apple Watch Series 3 Without Owning an iPhone?

Can I setup and use the new Apple Watch Series 3 (cellular) without owning an iPhone at all? All of the information I see online says that a person can use the series 3 "away from the iPhone" or "without the iPhone near". So does that mean the watch must have an iPhone for initial setup before it can function as a standalone device? Or can I buy the series 3 (cellular) from Verizon and use it as a standalone device without owning an iPhone at all?
