VIP gray list

My VIP list is always gray and inaccessible until I add a contact to it.  I can then remove that contact and my VIP list remains.  The next time I restart Mail, it happens again.  I'm using OS X 10.12.6.  This seems to have been a problem with Mountain Lion.  Should be a fix for this.

In cases like this, it may help to test the issue in safe mode. This may help resolve the issue on it’s own, but if not it will help determine if it can be isolated to a startup item.
