iTunes sync hangs on last stage saying "Waiting...

I have an iPad Pro with IOS 10.3.3 and running iTunes 12.6.2.20 on a Windows 10 machine. The first time I plug my iPad in it will complete a full sync with iTunes. But any subsequent syncs after that it hangs on the last stage saying "Waiting for items to copy" and never completes. The little blue progress bar maybe goes 10% before it stops.

This has just started happening recently, maybe in the past week at most. The only remedy is to shut the iPad down and restart it.

I have an update to the issue. As long as I stay connected the first time it connects it will continue to sync. But when I disconnect and then reconnect via USB cable that is when it hangs on the final stage every time.
