why did i get charged for an app i didnt purchase?

It's saying I got charged $4.99 for the skype app and I never even downloaded it

Did you or someone with knowledge of your account, try to set up a free trial.   If youdid, this is what skype does.

 

"When you sign up for a free trial, Skype authorizes a small charge your credit card or PayPal account to verify your identity and that the payment method is valid. Don’t worry – you won’t pay this amount. You will see this as a pending transaction on your bank statement and the charge is cancelled as soon as your payment method is validated."

If you have been charged for an app which you have not downloaded you can make complaint to Apple support.com for your refund



Where are you seeing this charge ? On an email / phishing email ? Credit card statement ? iTunes account's purchase history : See your purchase history in the iTunes Store on a Mac or PC - Apple Support ?

 

If it's a phishing email (Identifying legitimate emails from the iTunes Store - Apple Support) forward it to Apple : reportphishing@apple.com

 

If it's on your iTunes account's purchase history (or, if applicable, family share members account's purchase history), and if you didn't buy it and nobody else has access to the account and did it, contact iTunes Support : https://reportaproblem.apple.com

 

If it's only on your credit card statement contact the card issuer.
