watchOS 4 only recording 1 Resting HR reading p...

After updating to watchOS 4, my Apple Watch series 2 has been recording only one Resting HR reading per day.

 

When I check Resting Rate / Show All Data in Health Kit, I only see 1 reading per day (all occurring during sleep.)

 

Isn't it supposed to record Resting rates throughout the day when I have been still or not moving for "several minutes?"

 

Known issue?  Known fix?
